BACKGROUND

MECOR was established in Barcelona, Anzoategui State of Venezuela, to
cover the increasingly demanding opportunities arising within Venezuela' s
growing energy sector. Since start-up, MECOR has been instrumental in providing
extensive construction, turnaround, fabrication, operations and maintenance
services for various refineries throughout eastern Venezuela.

MECOR's international corporate office in Houston, Texas was established in 2006 as a
result of extensive inquiries by multinational energy companies' requesting support
for their worldwide operations.

ability to quickly respond to multinational requests throughout Canada, North and South
America, the Caribbean, India, Malaysia, and Saudi Arabia.
